a). Build new provincial infrastructures (Administrar, Scholar, Medical etc...).
b). Employment opportunities away from main Urban capitals.
c). Developemental projects (Agricultural, Education, Roads among other additional social programs ect...)
2. Regionalization.
a). Divide the Nation into 3 Governorship - Governortorial Budgetary Systems (North, Central & South).
b).Provide citizens with specified Identification Social Numbers perregions. (Emplaced tax laws, Tolling, and tariffs etc...).
c). Joint governmental & privatization of nation's certain offices, industries and factories (Not all, mainly some).
Better Reforms Such as: _
Judiciary: Build more prisons, employ more law enforcement among other Civil Undercover Authority groups.

Legislative & Political: Dual nationality, Stricter measures, penalties and repercussions to combat corruption.

Environmental Preservation & Protection: Tourism, Hotels, Parks and Recreation, forestation ect...

- Promoting tourism and improve the quality oflives and infrastructure of those provincial provinces first andforemost ever before the main urban capital cities. It would cost byfar way less money to improve the infrastructure of these agriculturalprovinces where most of the nation's potential are at anyway.
- Peoplego where the jobs are and where social administrative, scholar andmedical means and infrastructures are available. Thus building upthose Bordering Haitian-Dominican towns with modern day 21st centuryinfrastructural capabilities. This will cause people to follow thetrails fo where the jobs are thusgiving way for a smoother decentralization process of illinfrastructures Port-Au-Prince so that total repair can begin to erectit to a modern day city.
- Improving & reinforcing better diplomatic relations with the Dominican Republic on many aspects future or already existed ones etc... Bilateral conjunctures and efforts is essentially the key.
- Implementinginto law a Population Growth Limitation Law in Haiti much like in China to control the birth rate of the country.
- There need to be total a reform in the Haitian legislaturesto allow Dual-Nationality and Citizenship for higher offices in Haiti.
To go back to the above matter regarding the building up of the bordering towns campaign:
__This would aim to keep the migrants from going deeper into DR whileboth sides can benefit on this Custom Revenue by creating improvedDuanas/Duanes ports for commercial trafficking trade flow to instill orretain many social and workers programs on both sides.
__ Thisshould keep the migratory issues at bay at the borders, thusalleviating the influx or exodus of Haitians heading into DR as thisplan will resolve the social issue burdens the illegal migrantsrepresent to DR.
__ A Developmental & InfrastructuralProject that would consist of "Drainage & Irrigation." As indeedit is a Public Health matter that such revenues from those specifiedareas of many social projects listed above can generate teh fund ofwhich this could be a conjuncture in work and benefit for both nationsthe DR and Haiti as they both can start partaking into since bothnations' drinking water source "River/Rio "D'artibonite - Artibonito"is the very same.
*As the above plans may vary further in detailing junctions with moreelaborated aspects of ther fundamental foundational changes that mustarise. Thus these implementation are not set in stones and can bedebatable with other ideas before it is ratified... Nonetheless,improving Haiti's infrastructures is a must and our ways of doingbusiness as usual need to be fixed as well.
P.S:There is a lot of work for Haiti's causes, and the causes are not atall simple with easy quick fixes. However, starting somewhere is a mustin almost whichever order one may chose to go about starting.
